[...] Will Wilkinson: Hong Kong and it’s effect on China is Romer’s big example. Alex Tabarrok says that Hong Kong’s reintegration into China really marked China’s integration into Hong Kong. I think this is too hopeful. China remains authoritarian, illiberal, undemocratic and not at all enamored of the distinctively English spirit of laissez faire behind the Hong Kong experiment. I think it’s interesting that these facts are clearly assets to the Charter Cities project. What the example of Hong Kong communicates is that authoritarian, illiberal, undemocratic regimes need not feel threatened by semi-independent city states with working “liberal” market institutions. It says to rulers that their countries can get rich without granting their subjects real freedom. [...]

The statements "democracy is incidental to liberty" and "there is not a single possible alternative system of government which could bring about the level of freedom that democracy does, past present or future," aren't quite collectively exhaustive, you know? Just because Will doesn't believe the former doesn't imply he believes the latter. E.g., what if it's logically possible to have a perfect world with absolute liberty and no gov't whatsoever, but that this possibility isn't bloody likely? Maybe Will thinks democracy is neither necessary nor sufficient but it sure does help. That seems eminently plausible

You can argue over what the integration of Hong Kong into China means, but isn't China's adoption of Special Economic Zones in the 80s a better example of what is being proposed? It was the most critical step in moving a billion people out of grinding poverty imposed by bad rules (communist economics)...

Unlike many of my libertarian friends, I do not think democracy is incidental to liberty.

What does this even mean? That democracy is, rather, essential to freedom? If you're saying that there is not a single possible alternative system of government which could bring about the level of freedom that democracy does, past present or future, I hope you realize how extravagant that claim is.

What does this even mean? That democracy is, rather, essential to freedom? If you're saying that there is not a single possible alternative system of government which could bring about the level of freedom that democracy does, past present or future, I hope you realize how extravagant that claim is.

I've just been reading some of Anthony de Jasay's The State and your post reminded me of how people conflate democracy with "the good life" and claim their political opponents must be anti-democratic. Would you care to give a libertarian apologetic for democracy? And don't let the "liberal" in "liberal democracy" do all the work.
