The statements “democracy is incidental to liberty” and “there is not a single possible alternative system of government which could bring about the level of freedom that democracy does, past present or future,” aren't quite collectively exhaustive, you know? Just because Will doesn't believe the former doesn't imply he believes the latter. E.g., what if it's logically possible to have a perfect world with absolute liberty and no gov't whatsoever, but that this possibility isn't bloody likely? Maybe Will thinks democracy is neither necessary nor sufficient but it sure does help. That seems eminently plausible

You can argue over what the integration of Hong Kong into China means, but isn't China's adoption of Special Economic Zones in the 80s a better example of what is being proposed? It was the most critical step in moving a billion people out of grinding poverty imposed by bad rules (communist economics)…

Unlike many of my libertarian friends, I do not think democracy is incidental to liberty.

What does this even mean? That democracy is, rather, essential to freedom? If you're saying that there is not a single possible alternative system of government which could bring about the level of freedom that democracy does, past present or future, I hope you realize how extravagant that claim is.
